Description:
The Green Bay Area Public School District is accepting applications for a Student Discrimination, Discipline and Title IX Coordinator. This position will assist the District in providing direction and leadership for administration and coordination of student discipline activities, as well as compliance with federal and state harassment and discrimination laws, to ensure a safe learning and working environment throughout the District.

Qualifications Required:
Education: Bachelorís Degree in Human Resources, Public Administration or Education, Social Work, Counseling or related field; OR Juris Doctorate Degree with a license to practice law in Wisconsin

Experience: Minimum of three (3) years successful experience in student discrimination, Title IX compliance, and/or student discipline, or any combination of education and experience that will provide equivalent knowledge, skills and abilities

Knowledge, Skills and Abilities: Effective communication skills and strategies; Skills in analytics and organizational management; Skills in data analysis and reporting; Ability to use various technology programs

Qualifications Desired:
Knowledge, Skills and Abilities: Knowledge of Local, state, and federal laws, policies, and procedures; Wisconsin school law and state statutes pertaining to schools; and regulatory powers, limitations, authorities, and responsibilities of the Board of Education

Essential Functions:
1. Prepares and presents effective written/oral reports, recommendations, District policies, and procedures.
2. Maintains knowledge of statutes, policies, rules, and regulations regarding non-discrimination, the Americans with Disabilities Act (ADA), and equal educational opportunities related to public schools.
3. Provides and/or facilitates ongoing training and technical assistance to District staff regarding the Districtís policies related to equal educational opportunities, safe workplace, bullying, harassment, and discrimination; Ensures consistent application District-wide.
4. Serves as the Districtís Title IX Coordinator.
5. Coordinates and monitors the Districtís compliance with Section 504 and the ADA, including overseeing prevention efforts to avoid Section 504 and ADA violations.
6. Collaborates and consults with District staff and outside agencies to resolve issues around accommodation and ensures that District programming is accessible to all students.
7. Ensures the District submits all required reports regarding civil rights compliance to the appropriate federal or state authorities, coordinates and reviews District publications to ensure compliance with student and staff notification requirements, and serves as the Districtís liaison in civil rights compliance matters.
8. Investigates and processes recommendations for student expulsions, prepares documentation for due process hearings, conducts due process hearings, prepares documentation for presentation at hearing, and presents the information at the expulsion hearing before the Board of Education on behalf of the Superintendent of Schools and Learning.
9. Assists Legal Counsel and the Executive Director of Special Education and Student Services with managing issues that may lead to litigation and coordinating case management of active litigation with outside counsel.
10. Assesses the effectiveness of policies and procedures applicable to position and makes recommendations where appropriate.
11. Conducts statistical analysis and prepares various reports regarding harassment, bullying, non-discrimination, and student discipline.
12. Performs all other duties as assigned by Supervisor.
