Reading School District is seeking qualified applicants for the following position:

Compliance & Labor Relations Officer

Qualifications:

Doctor of Jurisprudence Degree from an accredited school of law.
Professional experience practicing law and/or utilizing law degree and experience in addressing various legal compliance issues impacting K-12 public school entities.
Knowledge of and ability to interpret laws, regulations, collective bargaining agreements, employment contracts, and Board policies.
Demonstrated ability to communicate to a wide variety of audiences orally and in writing.
Excellent interpersonal skills and demonstrated knowledge of group dynamics, consensus-building, problem solving, and conflict resolution.
Proven analytical, planning, organizational, and project management skills.

ESSENTIAL FUNCTIONS: The essential functions of this position include, but are not limited to, the following fundamental duties:

Serves as a member of the Superintendent’s Cabinet and collaborates with the other functional departments on District goals, objectives, initiatives, challenges, etc.
Serves as the District’s Civil Rights Compliance Officer for all employment-related matters, including, but not limited to, conducting investigations of claims and complaints by or against the District, its employees, its contractors, etc.
Serves as the District’s Right-to-Know Officer.
Serves as the designee for the Superintendent and Assistant Superintendent in such matters as Loudermill Hearings, grievance hearings, etc.
Serves as a member of the District’s negotiations team(s).
Involved with professional employee discipline matters.
Oversees the development, maintenance, and appropriate distribution of all Board policies to ensure compliance with applicable federal, state, and local law.
Serves as a resource person to the Cabinet and other administrative personnel on legal/policy matters impacting the daily operation of the District.
Consults/communicates with the District’s solicitor as necessary in the performance of job responsibilities.
Analyzes legislative bills which affect the instruction and operation of the District.
Prepares required reports and special reports as requested.
Maintains a positive, collaborative working relationship with the Board of Directors, District and school staff, and external stakeholders, including governmental and community agencies.
Consistently represents the District in a positive and professional manner.
Attends training sessions, conferences, and workshops to keep abreast of current practices, programs, and legal issues associated with areas of responsibility.
Performs such other duties as requested/assigned by the Superintendent of Schools.

TERMS OF EMPLOYMENT:

Full-time (12-month) exempt position. Salary and benefits consistent with the District’s approved Compensation and Benefits Plan and/or individual contract.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
