Assistant Director – Capital Funds Accounting

Location: Central Office

General Function:
Responsible for overseeing all accounting aspects of the Capital Funds (General Obligation Bond, SB-9 & HB-33 Mill Levy, Special Capital Outlay, and Educational Technology Note).

Will monitor all aspects of capital asset fund management including budgets, analysis and reports; detailed project-based accounting; coordination as partners with Operational and Technology fund managers and their professional teams; and support for the annual financial audit in a lead functional role. Will assist the Chief Financial Officer and Executive Director of Finance and Administration in providing high levels of support for all stakeholders and high standards of compliance for reporting agencies. Requires a proven ability to own, lead, and manage a critical function; a keen attention to detail and accuracy; plus a commitment to supporting leaders across the organization.

Will approve all requisitions and supply orders related to funds under his/her supervision and will accept, reject or edit as necessary.

Will attend all meetings of the Citizens Review Committee and Audit Committee.

Minimum: Education and Experience:
Bachelor’s degree in accounting or business administration and five (5) years general accounting or financial experience.

Preferred:
School Business experience and licensure; an advanced degree; governmental fund accounting or public school finance and/or public sector funds management experience; capital assets accounting experience; annual financial audit participation.

Knowledge/Skills and Abilities:
Knowledge of government fund accounting or public school finance.
Knowledge of Microsoft standard office software, including word processing and Excel.
Knowledge of grant and fund accounting and GASB.
Good written and oral communications skills.
Ability to multi-task. Organizational skills.
Ability to determine appropriateness of expenditures.
Able to manage work to meet critical deadlines and provide support to other departments.
Ability to work well with a wide range of individuals and groups both internal and external to the organization.
Preferred: Knowledge of District’s data system (Visions), Santa Fe Public Schools Business Office Procedures, and Santa Fe Public Schools Board Policies.

Essential Job Functions:
All functions are performed in accordance with established policies, procedures, safety and environmental regulations, facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the District. Current essential functions include but are not limited to the following:

Verifies budget availability and appropriate use of expenditure for the following transactions: requisitions; payroll time cards; personnel action forms; out-of-district and out-of-state travel requests; fundraising request forms and purchase service contracts.
Researches and solves problems. Resolves questions about requisitions, time cards, personnel action forms, fundraising request forms or travel requests. Provides information over phone on budget line items, transaction details, outstanding requisitions and encumbrances, which affect budget availability. Approves daily requisition “walk-thru” requests to verify budget availability.
Prepares and posts Budget Adjustment Requests. Obtains internal budget adjustment request form. Verifies budget adjustment, calculates salary benefits, obtains supporting documents and calculates breakdown. Prepares official (PED) Public Education Department Budget Adjustment Request form (BAR). Submits prepared BAR to Budget Director for review and then to school board packet for official approval. After approval, obtains budget adjustment number, posts BAR, prepare and distributes copies to school or department and files. Maintain records to verify to District’s data computer system.
Assists with all district Request for Reimbursements (RFRs) and tracks available funding and related deadlines and expiration dates.
Prepares and posts adjusting journal entries. Reviews logs and memos from Human Resources, sites and departments to determine the correctness or need for adjusting journal entries. Prepares entries and supporting documents, obtains approval, posts to systems, prepares cash transfer form, and files adjustment.
Generates site and department reports monthly and on request.
Attends internal staff meetings as well as any related to job duties (Operations/CMT, PTO, PTA, booster, etc;)
Assists with other funds as needed and/or requested.
Enters approved budgets into District’s data system.
Prepares analysis reports as requested.
Prepares for annual audit, responds to questions and collects additional data when requested.
Prepares all audit-related fixed assets schedules and entries.
Meets and communicates financial status of budget and expenditures with program directors, superintendents, principals, teachers, staff, state, federal and private grantees
Performs other related duties as assigned.
