In 1982, Mississippi passed legislation that began a wave of education reform. Included in that legislation were mandates for the establishment of a statewide system of professional development that affected every educator in the state. This system required professional development program activities to be initiated by the school district, based on instructional needs and designed to promote those essential competencies and responsibilities necessary of the school district to meet its goals.
