Wichita Public Schools is seeking qualified applicants for the following position(s):

JROTC - Military Property Specialist (MPS)

Location: Dunbar Campus

Position Function: The MPS reports directly to the Director of Army Instruction (DAI). The MPS is responsible for providing direction and guidance to JROTC units in supply management, equipment authorization, acquisition, disposal and accountability of all government property issued to JROTC.

Essential Performance Responsibilities:
- The MPS responsibilities will:
* Use Manual Property Book for JROTC property vice a hand receipt from a support installation, e.g., Fort Riley
* Be part of a DAI office vice a Senior Army Instructor (SAI) or Army Instructor (AI) performing as the MPS in an independent JROTC program unit
* Be governmental cost-shared vice a non-cost shared school district employee
- Establishes and maintains a consolidated supply operation for Army JROTC units, and if necessary and as directed, WPS non-Army JROTC & middle school Leadership units
- Requests, receives, stores, issues, inventory and accounts for supplies requisitioned through the Army Supply System, IAW Army Regulation (AR) 710-2 and U.S. Army Cadet Command Regulation (CCR) 700-1. Similarly, the MPS is responsible for commercial items, acquired and/or paid for in accordance with current regulatory guidance and command policy, using the Government Purchase Card (GPC)
- Secures and maintains adequate space to receive, store, and issue clothing, supplies, and equipment for applicable units
- Establishes a sub-hand receipt account at each WPS Army JROTC unit, and as necessary, at WPS non-Army JROTC & middle school Leadership units; updates hand receipts every six months
- Ensures accounts are cleared and a new hand receipt holder is assigned prior to a change of duty or transfer
- Conducts a 10% monthly inventory and 100% annual physical inventory of all government property. Provides results to the DAI and property book officer (PBO) within 30 days of completion.
- Ensures sensitive items are inventoried monthly and the report is submitted to the DAI
- Maintains current record of all serial numbered items
- Ensures all requests, turn-ins and hand receipt transfers are prepared in accordance with CCR 700-1
- Complies with AR 710-2, paragraphs 2-13 and 2-28c; and Department of the Army (DA) Pamphlet 710-2-1, Chapter 3, for lost, stolen or damaged equipment. This may require Defense Department (DD) Form 200, Financial Liability Investigation of Property Loss, or DD Form 362, Statement of Charges/Cash Collection
- Ensures Table of Distribution & Allowance (TDA) equipment is documented or on request (providing funds are available and the excess equipment is turned in or a request for a change to the TDA has been submitted).
- If applicable, initiates DD Form 250, Material Inspections and Receiving Report, to acknowledge and report purchases of non-expendable items to the Brigade Logistics Officer (S4) within three workdays
- Serves as the GPC Cardholder (CH) and ensures that required documentation is maintained for both the CH and the Billing Official (BO). Ensures that the BO is provided copies of all transactions for review, approval and certification of GPC purchased items
- Secures and maintains appropriate furniture and equipment to execute the mission IAW Common Table of Allowances (CTA)
- Ensures Army JROTC units are issued only authorized property, which is based on Cadet enrollment at the unit
- Arranges for pick-up and delivery of laundry, dry cleaning and alterations from Army JROTC units
- Participates in meeting and other professional activities
- Adheres to all Army and WPS standards
- Prepares and maintains administrative and support reference materials, as required
- Preforms related duties as assigned to accomplish the mission

Additional Duties: Assists with additional duties as assigned by the Supervisor, JROTC and Leadership Instruction (SJLI) / DAI or the Assistant Superintendent of Secondary Schools.

Equipment: This position may require the ability to use SMART boards and iPads in addition to basic office equipment such as computers, copiers, scanners, and fax machine. Employees must always comply with USD 259ís guidelines for equipment use.

Travel: Travel between schools and central offices will be required.

Physical and Mental Demands:

- Occasional evening and weekend hours

- Ability to communicate both verbally and written in order to communicate with others inside and outside of the organization for the purpose of giving and obtaining information

Interrelations:
- Contact with personnel within the district and with customers and vendors
- Will be working under the direct supervision of the department supervisor in order to complete day to day tasks
- Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy
- Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues
- Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service

Punctuality and Appearance:
- The Army utility uniform, i.e., Army Combat Uniform (ACU) or Operational Camouflage Pattern (OCP) may be worn to perform supply functions. The current Army Service Uniform (ASU) will be worn for any classroom functions or other non-supply-related functions
- In order for schools to operate effectively, the MPS is expected to perform all assigned duties and work all scheduled hours during each designated workday, unless he/she has received approved leave
- Any deviation from assigned hours must have prior approval from the SJLI/DAI
- The MPS is required to report to work dressed in a manner that reflects a positive image of USD 259 and Army JROTC and is appropriate for functions and tasks of the day

Qualification Profile:
- Must meet the requirements prescribed in CCR 145-2, Chapter 4, Section II, Instructor Qualification
- Must be eligible to serve as a GPC CH and perform duties as a substitute Army instructor or WPS teacher when required
- Must be a retired Commissioned Officer, Warrant Officer (WO), or Non-Commissioned Officer (NCO)
- Must be certified as a JROTC instructor by U.S. Army Cadet Command
- Must have a bachelorís degree (Commissioned Officers) or an associateís degree (NCOs)
- Must possess a valid Kansas Driverís License
- Experience in supply, administration, and working with youth groups preferred
